We’re seeking a strategic, relationship driven Land & Right of Way (ROW) professional who thrives at the intersection of land stewardship, regulatory compliance, and community partnership. In this highly visible regional role, you’ll serve as the primary connection between our pipeline operations and the landowners, agencies and communities we work alongside every day.
As a trusted advisor, you’ll lead complex land and ROW initiatives, guide operational teams through critical land related processes, and negotiate solutions that support safety, reliability, and mutual respect. What you will do:
- Accountable for delivering comprehensive Lands and Right‑of‑Way (ROW) support services for all ongoing pipeline operations, maintenance activities, and regional project work, covering a large multi‑state geographic area and collaborating closely with various project groups to ensure consistent execution across the region.
- Lead the investigation and resolution of land‑related concerns—including damage claims, encroachments, land‑use monitoring, contamination and reclamation efforts, and drainage improvements—for both operational activities and project initiatives across a broad regional footprint. Administer fair compensation settlements and coordinate follow‑up actions with landowners and third‑party land consultants as required.
- Utilize Geographic Information System (GIS) tools to collect, analyze, and maintain accurate landowner data and contact information in support of the Regional Engagement Plan and Public Awareness Programs, including those supporting extensive regional project activities.
- Coordinate right‑of‑way activities in accordance with state and federal laws, codes, regulations, and internal Enbridge policies and procedures for both operations and large‑scale project efforts across the region’s expansive territory.
- Prepare, record, and ensure regulatory compliance for land‑related legal interests—including surface and subsurface leases, easements, permits, and construction‑related agreements—supporting both ongoing operations and the needs of multiple project groups operating across a wide regional area.
- Support the research, development, revision, proofreading, and execution of ROW‑related legal documents and other land management documentation for operational and project‑driven activities, working closely with internal project teams spanning the region.
- Prepare and coordinate landowner notifications and communications for all operational requirements as well as project‑specific engagement efforts across the region’s large geographic coverage area.
- Collaborate with a diverse range of internal and external stakeholders—including Operations, multiple Project groups, Law, Environment, Public Affairs, and Regulatory—to align Lands & ROW considerations with operational goals and project execution occurring throughout the expansive regional territory.
Who you are:
You have:
- 4+ years of related right of way experience in progressive roles while being a fully qualified land professional that has a bachelor’s degree. For candidates who do not possess a degree, an additional 3 years of related experience is required
- The ability to interpret applicable legislation, regulations and processes and are familiar with and have the ability to interpret legal plans, legal documentation, titles, deeds and engineering drawings
- An acceptable driving record that will be verified upon hire

You are:
- An excellent written and verbal communicator with a strong expertise in influencing and negotiating in sensitive situations while also showcasing exceptional interpersonal skills and initiative in dealing with a variety of external and internal customers/partners (regulators, lawyers, industry, government, landowners and internal departments)
- Proficient with current information technology including Microsoft Office suite or software, land databases, and geographic information systems (GIS)
The following are considered assets:
- Knowledgeable in pipeline maintenance/operations and experience with landowner negotiations
- Professional Designation from the International Right of Way Association and/or equivalent designation and/or real estate or land related background

Physical Requirements include but are not limited to:
Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.
