Enbridge is actively seeking a Commercial Contract Analyst II. This is a entry level position wherein you will be responsible for the drafting, compliance, administration and records retention of transportation and storage related contracts for approximately 24 of the U.S. onshore, U.S. offshore, and Canadian pipeline and storage facilities of the USGTM business unit. You will ensure that assigned USGTM gas management system contracting functionality is effectively designed and functioning properly in support of quality customer service, compliance with FERC Gas Tariffs, generation of accurate revenue for financial statements, and compliance with Sarbanes-Oxley. Interacts with representatives of various departments including Marketing, Business Development, Regulatory Affairs, Regulatory Compliance, TIS, Legal, Credit, and Controllers to interpret contractual commitments and tariff provisions, translate the interpretations into contracting module programming requirements, minimize exposure to FERC and SOX compliance violations, and to anticipate industry trends and customer needs in order to enable pro-active development and enhancement of the gas management system contracting module.

What You Will Do:

Interface with transportation and storage customers to facilitate customer submission of requests for service and requests for discounts.

Analyze, prioritize and address transportation and storage customer contractual issues, including those involving questions associated with requests for service, service characteristics, capacity posting requirements, credit, net present value calculations, transactional reporting, and contractual rights of first refusal (ROFR).

Ensures that gas transportation and storage service contracts as well as certain related contracts are processed, approved, and executed in accordance with the Contracts Policy, Authorities and Spending Limits Policy, and certain aspects of the Risk Management Policy.

Ensures that gas transportation and storage service agreements are processed in accordance with applicable FERC Gas Tariff, General Terms and Conditions, or Statement of Operating Conditions provisions.

Designs, develops, tests and implements gas management system contracting module programming requirements in support of the implementation of capital projects, rate case proceedings, customer enhancements, SOX / FERC compliance enhancements, changes in NAESB rules, FERC gas tariff revisions, and new transportation and storage services. Includes the scoping and definition of new systems work and the gathering of functional data requirements. Maintains project plans and adheres to project management standards throughout the course of projects performed. Prepares project documentation, including the development of project requirements, schedules, test cases, test plans, and cost estimates.

Works with interfacing groups (such as Marketing / Business Development, Legal, Regulatory Compliance, Regulatory Affairs, TIS, Systems Planning, Capacity Services, and Capacity Scheduling) to analyze contracting module problems / issues and to develop and implement solutions which assure customer satisfaction.

Works with Regulatory Affairs and Legal to file non-conforming agreements with the FERC and maintain the accuracy of listings of non-conforming agreements in appropriate FERC Gas Tariffs

Ensures that gas transportation and storage service agreements are appropriately posted to the pipeline and storage facilities’ Informational Postings website in accordance with FERC regulations.

Performs internal controls associated with the contracting process in order to ensure timely, accurate revenue information.

Designs, organizes, and conducts group, individual and web-based training events to communicate gas management system contracting module functionality and associated business process information to both internal and external customers.

Prepares ad-hoc queries / reports, analyzes associated information, and prepares graphics with respect to contracting and revenue information in support of requests from Marketing and Business Development, Investor Relations, Regulatory Affairs, Regulatory Compliance, Finance / Treasury, and other departments in support of initiatives such as analyst meetings, potential acquisitions / divestitures, customer issues, rate cases, FERC audits, bond / stock financings, and the development of strategic plans.

Maintains and monitors the gas management system contracting module to ensure compliance with FERC Gas tariff provisions, NAESB guidelines, and Sarbanes-Oxley requirements.

Participates in the review and drafting of FERC gas tariff language in support of regulatory initiatives / compliance and new gas transportation and storage services.

Performs scheduled FERC and Sarbanes-Oxley testing as required to address internal control requirements. Participates in the maintenance of appropriate SOX control documentation, coordination of reviews and audits of business processes and procedures with internal / external audit staff and Regulatory Compliance, and remediation of any issues that are uncovered.

Coordinates and facilitates updates to the business continuity and disaster recovery plan for Contract Administration.

Promotes the benefits of the gas management system contracting functionality both internally and externally, emphasizing contracting module features that enhance internal and external customers’ ease of doing business on USGTM’s gas pipeline and storage facilities.

Bachelors degree in relevant field or equivalent experience

Working Conditions:

Normal office-related working conditions to include routine overtime work.

Ability to work on-call for one week approximately every 8 weeks.
