This role will support the development of market sector strategies, strategic sourcing and contract administration strategies to ensure benefits derived from third party relationships are maximized. This position will also participate in third-party relationship management within the Contingent Labor and consulting category.

What You Will Do:

  • Support development and implementation of market sector strategies for the Contingent Labor category.

  • Support strategic sourcing leadership in execution of sourcing events for Contingent Labor and the Consulting category.

  • Work within cross-functional teams in achieving sourcing objectives.

  • Follow processes to ensure strategic sourcing of Contingent Labour is aligned to achieve the objectives: of the Enterprise; Enbridge Leadership; and Supply Chain Management (SCM) and aligns with the Contingent Labor Market Sector Strategy.

  • Participate in supplier discussions related to negotiations or issues pertaining to contract terms.

  • Apply category toolbox; work-intake; tools and templates; strategic sourcing training strategy and materials.

  • Provide input to quarterly reports that highlight trends for labor types in the CA market which may impact the Business.

  • Provide input into standards for providing Market Intelligence (MI) to all of SCM and the Business Units.

  • Use existing Market Intelligence to drive category strategies and communicate with stakeholders

  • Keeps stakeholders informed of significant changes in market conditions, which could have an impact on project cost or schedule

  • Develop relationships and advocate the use of the contracts developed within the category and educates the business on the benefits of the Contingent Labour and Consulting programs

  • Assures alignment and utilization of standard process category management for all Business Units

  • Works with Business Units and Functional Leadership to determine metrics required to assure performance, supply continuity and manage risk

  • Contribute to and support development of comprehensive category strategies using market intelligence, demand management, sustainability, supplier diversity, & total cost of ownership and align it to stakeholder goals and strategies

  • Drive value through demand management utilizing spend analytics

  • Prepares and coordinates the execution of short- and long-term supplier diversity strategies, goals, objectives, and action plans

  • Drive contract utilization with effective implementation plans, metrics and reporting

  • Support the global supplier business review strategy, bringing key suppliers together with Enbridge at regular intervals to rate performance and update joint continuous improvement activities

  • Develop and build benchmarks on cost modeling of indirect categories employing industry best practices

  • Support the management of the supplier base, develop new suppliers and improve and strengthen current relationships

  • Build and employ partner mapping to manage stakeholders and build relationships.

  • Identify non-compliance to contracts, investigate the root cause, and resolve issues where possible

  • Develop and deliver supplier rationalization targets to optimize the supply base

  • Delivery Specification Optimization

  • Incorporate supplier quality into sourcing activities

  • Build comprehensive cost models to drive for better understanding and results with supplier negotiations

  • Partner with suppliers to identify and take cost out of the supply chain with strategies such as value engineering and sub-tier sourcing

  • Continuously conduct cost assessments to identify and implement improvements

  • Deliver cost savings and compliance with goals

  • Work with Legal and HR Departments to review and enhance the contracting process

  • Promotes work force diversity and employee safety

Who You Are:

You have the following education & experience:

  • University degree in Supply Chain, Finance, Business, Economics, Engineering or related field

  • A minimum of four (4) years of progressively responsible and related experience in the SCM field in the following areas:

    • Business Consulting space

    • Contingent Labour market

    • Category management process

    • Price/cost modeling

  • Self-motivated and accountable

  • Complex problem solving skills, can think outside the box

  • Comfortable and confident working within a fast paced team environment

  • Ability to influence stakeholders without authority

  • Supplier management experience

  • Knowledge of and proficiency in ERP and Procurement systems is desirable

  • Strong analytical skills (data analysis-economic, financial and statistical)

  • Ability to independently facilitate sourcing initiatives

  • Excellent negotiation skills

  • Strong project management skills

  • Communicates and influences effectively

  • Excellent presentation and report writing skills

Preferred:

  • Enrollment or completion of a professional designation program in a related field e.g. Certified Contingent Workforce Professional (CCWP), Supply Chain Management Professional (SCMP) / Certified Professional in Supply Management (CPSM).

  • Relevant experience in natural gas, oil & gas, or power industry preferred

  • Knowledge of the US and Canadian staffing industry

  • Knowledge of the US and Canadian business consulting industry

  • General understanding of US and Canadian Labour law

  • Working knowledge of legal terminology, contract law and sourcing strategies

  • Understanding of MSP and VMS programs

Physical Requirements:

Include but are not limited to: Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement. Mobility to walk in outdoor conditions that occasionally involve uneven and slippery terrain and to enter and exit excavations. Agility with the ability to ascend and descend ladders, scaffolding, ramps, poles, and other devices using feet and legs, and/or hands and arms.
