The Director of Technical Services position provides strategic direction to leaders, employees, and contractors in critical field and technical support functions across three business units (and five states) within the Gas Distribution organization.

The primary responsibility of this position will be to effectively integrate field and technical support resources, procedures, and processes across all business units within the Gas Distribution service territory. It will be critical that the successful candidate is able to manage complex and diverse operations while maintaining a focus on safety, compliance, reliability, efficiency, cost management, innovation, and teamwork.

This position has oversite for technical and field support functions which may include:

  • Technical: Technical Training/Operator Qualifications (OQ), Pipeline Compliance, Integrity Management, Pipeline Safety, and GIS Services.
  • Field: Damage Prevention, Land Services, Dispatch Operations, and Fleet Maintenance.

What You Will Do:

  • Partner with Gas Distribution leadership to develop and create technical and operator qualification training programs to ensure compliance with federal, state, and local regulatory agencies and company requirements.
  • Ensure documentation demonstrating compliance with standards of conduct, operator qualification, drug testing, and alcohol testing.
  • Assign damage prevention workload and performance of pipeline integrity preventative and mitigative activities, ensuring compliance with federal, state, and local authorities.
  • Coordinate damage prevention contracts, including line locating and ticket management systems, ensuring quality and consistency in service level.
  • Develop and implement processes and procedures to ensure collection, tracking, and reporting of damage prevention data is accurate, accessible, and available to support gas infrastructures prevention.
  • Work with business partners to support and resolve issues involving damage investigations, incidents, and performance.
  • Ensure pipeline safety, risk analyses, and related compliance activities are completed efficiently and effectively.
  • Provide counsel on the development and implementation of natural gas integrity management programs.
  • Lead code interpretation and establishment of procedures, ensuring compliance and the development and maintenance of all Standard Operating Procedures.
  • Guide activities related to GIS mapping, facility records, engineering support, land management records, and compliance support programs.
  • Coach leaders to apply proactive planning and scheduling process, using workforce effectively, and completing tasks within the time schedules established.
  • Is responsible for the development and implementation of budgets for O&M and Capital Projects. Evaluates and optimizes insource and outsource resource models across the Gas Distribution enterprise, establishing key performance indicators and ensuring optimized delivery.

Who You Are:

  • Bachelor’s Degree (Business, Communications, Engineering or Construction/Engineering Technology preferred) and 15+ years directly related experience or
  • Associate degree and 17+ years of directly related experience or
  • High school diploma and 20+ years of directly related experience.
  • 7+years in Leadership roles of increasing responsibility.
  • 5+ years of project management experience preferred.
  • 5+ years of pipeline safety experience preferred.
  • 10+ years of natural gas distribution/transmission operations experience.
  • You have excellent project management, interpersonal, and prioritization skills; effective internal and external political skills; strong technical and analytical proficiency; problem-solving, time management, and strong digital literacy.
  • As a leader, you have the ability to lead and communicate effectively; you are able to establish and maintain rapport; establish effective relationships with regulatory agencies and the public; able to set objectives, to identify critical issues to support process improvements,
  • Lastly, you have the ability to influence, delegate, and drive performance.

Physical Requirements (Include but are not limited to):

Grasping, kneeling, light – moderate lifting (objects up to 20 pounds), reaching above shoulder, repetitive motion, typing, sitting, standing, visual requirement (able to see screens, detect color coding, read fine print), hearing requirement and the ability to sit at a computer for long periods of time.

  • Office Work Environment 76% – 100%
  • Travel Up to 40%; Expectation: Minimum one (1) week per month travel within Gas Distribution service territory.
  • Requires long periods of sitting.
