Purpose

 

Leads a team of Governance Risk officers or contributes to ensure risk management programs have been established and maintained across the Retail Business Banking Operations (RBBO) units aligned to the: Enterprise Bank; Global Operations and RBBO risk framework and or appetite statement. Ensures RBBO is prepared and ready for regulatory and compliance reviews and audits.

 

 

Accountabilities

• Leads or contributes to drive a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems, and knowledge.
• Leads or contributes to the development and maintenance of an operational risk framework withinRBBO collaborating with the business line(s); and or partner compliance group(s); to ensure overall operational risk mitigation within accepted risk appetite including but not limited to regulatory controls effectively identified and implemented. Acts as the conduit with Global Operations Internal Controls

  • Leads or contributes to the compliance review of documentation and results from various checks and audits, examines and analyzes deficiencies, and prepares trending analysis reports for RBBO S/VP. Makes appropriate recommendations, follows for agreed action plan(s) of resolution, and ensures appropriate corrective action is taken where risks/issues are identified. Effectively monitors and reports on the status and timelines of audit defects.

• Leads or contributes to the effort to ensure logistics have been established and coordinated across RBBO, as applicable, in response to regulatory compliance checks and audits (e.g., EO, KPMG, OSFI) that cross multiple RBBO units.
• During periods of low activity, leads or executes smaller routine reviews, on behalf of senior management, ensuring findings and recommendation provided as applicable.
• Understands the operating model and ongoing initiatives within RBBO at a holistic level through analysis and identification of commonalities leading to process improvements and efficiencies and maintains up to date knowledge of business changes and compliance requirements.
• Builds and sustains effective relationships by working with units and business partners to resolve issues, remove roadblocks, reduce costs, and improve service. Provides feedback mechanisms for units and business partners to share their needs and explore future opportunities to improve support.
• Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
• Creates an environment in which his/her team pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
• Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.

  • Retail Investments, Day to Day & Credit Card Operations: includes 4 distinct functional departments and 1 satellite site servicing Quebec region for Customer Transaction Support – approx. 454 FTE
  • Retail Mortgage & Auto Lending Operations: Stratford includes 6 functional departments and 1 satellite site in Quebec region – approx. 561 FTE
  • Adjudication Centre of Expertise: includes 7 functional departments – approx. 179 FTE
  • RBBO Change Initiatives & Business Controls: includes 3 distinct functional departments – approx. 400 FTE
  • Functional areas supported by Scotia Global Business Services Dominican Republic, S.A.S
  • Across Canada supports the Retail, Commercial and Corporate business lines
  • RBBO Budget: $165.9 MM
  • Designated/back up Privacy Officer for RBBO Risk & Governance

 

 

Education / Experience / Other Information

 

  • Degree in Accounting, Finance, Business, Management, or related field and/or minimum of 5 years of relevant work experience
  • Solid knowledge of the Bank’s regulations, policies, procedure, and business unit operations
  • Solid knowledge of risk management and regulatory requirements within the financial industry (e.g. OSFI, SOX, PIPEDA) – minimum 3 years work experience
  • Thorough communication skills (ie. Business writing; executive reports; presentations (written & verbal); training)
  • Thorough knowledge of business-related computer software including Microsoft Office: Excel, Powerpoint; Projects; Word; Sharepoint; and Scotialive; Data Warehouse methodology, SAS, and Work/Business Intelligence (data import/export, complex VB scripts reporting tools)
  • Fluent in French and/or Spanish is considered an asset
