The Specialist, Lands & Right‑of‑Way (ROW) plays a critical role in supporting Enbridge’s operations by providing expert quality assurance, interpreting applicable legislation and regulatory requirements, and overseeing complex or high‑profile projects. This role requires a deep understanding of regional operations, real property, land title, and land rights acquisition, along with the ability to interpret easements, leases, contracts, and other real property documents. What You Will Do:

Provides Direction and Oversight By:

  • Implementing and monitoring company policies, procedures and guidelines regarding rights-of-way, permits, and land activities to ensure compliance.  Recommends procedure, policy and guideline modifications when necessary and implements approved changes.

  • Assisting with the development of departmental budget and forecasts according to company requirements.

  • Preparing cost estimates and schedules for the land rights portion of assigned projects.

  • Providing land service expertise on a day to day basis for permit acquisition activities and tracking progress for transmission, environmental, and engineering projects to ensure completion within projected schedules and budgets.

  • Ensuring land/easement documents are properly executed by the granting parties and directing originals to the Superior office for recordation and filing in the central repository.  When documents are to be recorded and retained at regional locations, the incumbent or their designee will ensure recordation and proper document retention.

  • Liaising with inter/intra company staff, governments and regulatory agencies, landowners and occupants, and members of the general public

  • Providing oversight and guidance regarding: 1) protection of easement rights, e.g. encroachment removal, multiple line rights, ingress and egress, etc., 2) acquisition of easement rights through condemnation, 3) property damage claims due to maintenance and/or construction activities.

  • Participating in due diligence activities to support acquisitions and divestitures and effectively identifying documents and clearly communicating significant findings and recommending suggested curative or mitigation actions

  • Reviewing and updating the encroachment program to ensure protection of existing rights of ways.

  • Maintaining rapport with counterparts within right-of-way groups at other transmission companies to ensure awareness of right-of-way problems and trends, e.g., litigation (and results of same) and land values in common geographic areas, etc.

  • Reviewing and routing of documents e.g., procedural changes, consulting agreements, contracts for services, easement amendments, pipeline alteration agreem­ents, licenses, etc. for execution by the company.

  • Assisting in the management of real property owned by the Company within their geographical area including land acquisition, divestiture, and leaseholds.

  • Working safely and being aware of all the Company safety rules, attending and taking an active part in safety meetings.

  • Ensuring utilization of Lands & Right of Way computer applications regarding documents, e.g., records of contacts, assigned tasks, document retention, and use of reporting capabilities.

  • Actively participating in teams and task groups

  • Conceptualizing and implementing better efficiencies for the department in collaboration with Management and Shared Services.

  • Supporting Operations during emergency response exercises and incidents as a front-line management capacity.

Who You Are:

You have the following education & experience:

  • University undergraduate Bachelor’s degree and/or 10 years-experience within the right of way field with preferably three years in a senior level position.

  • Strong negotiation, conflict resolution skills

  • Demonstrated ability to effectively organize and prioritize work in a timely manner

  • Demonstrated effective written and oral communication skills

  • Ability to work independently and as part of a team.

  • Ability to develop collaborative working relationships with internal and external customers

  • Pipeline/Storage operations experience

Physical Requirements:

For US Only:

Salary: Ranges from $114,800 – $150,000 based upon experience.
